Question :

my beagle was pacing around last night. I kept thinking he needed to go out
but at the last attempt- his back legs gave way. This morning he is unable to
stand up. This is not the first time this has happened — the vet could never
be definite about what was happening. Any suggestions

I suggest you to make 2 RTG evaluations:
-one on lateral posture on sacral part of the back bone for eventual calcifications of the vertebres and cauda equina syndrome.
-other ventral posture on the hip joints for hip dysplasia.
Give to your vet for evaluation.
